Job Description:

IRC has been working in Pakistan for over 37 years, and manages and delivers large, complex programs to meet the needs in health, education, protection, environmental health and livelihoods for displaced, poor and disaster affected communities. IRC works in partnership with local government and non-governmental organizations and currently works in the Khyber Pakhtunkhwa, Baluchistan and Sindh provinces. Job Overview/Summary:

• Provide day-to-day leadership and management support to district level programs and operations teams;

• Manage security in the district with support from the security focal person and field office security person;

• Ensure the smooth implementation of program work plans with desired quality

• Facilitate linkages between programs and operations at the district level;

• Represent IRC at district level coordination fora Management of District Office

1. Overall supervision of all program and program support staff in the field site;

2. Maintain a professional working relationship with staff and beneficiaries;

3. Encourage program to program and program - operations cohesion through coordination and information sharing with and between all key staff, from both program and program support departments;

4. Manage the implementation of program work plans to ensure activities in the district are on track to achieve program results and objectives, as defined by the sectoral leads Program Support

• In the absence of technical supervisor, coordinate , lead and guide community mobilization and other teams and extend required support to the technical teams for community mobilization & other project/program related tasks

• Conduct field visit to program sites to check the compliance of activities with required standards and share feedback with technical supervisors and Provincial office

• Facilitate the program teams for smooth implementation and remove obstacles if any like community conflicts, government formal requirements through holding meetings with the concerned representatives

Security Management

1. Liaise with Security Lead in Provincial office and security focal person in the district;

2. Ensure all staff and visitors briefing on safety & security issues in the field site;

3. Proactively address safety & security matters in the district;

4. Ensure that all IRC security policies and procedures are adhered to;

5. Ensure that the Security Focal person and Head of Office are updated on all security matters, and incident reports are submitted as necessary.

Team Management

1. Ensure that each member of the field team has a clear job description which is well understood by the individual as well as the team.

2. Support the transparent, rigorous recruitment and appropriate orientation of new staff;

3. Ensure implementation of performance management system;

4. Manage staff performance through coaching/mentoring and on the job training where appropriate.

5. To manage and supervise staff according to standard IRC guidelines including performance management, job orientation, capacity building, support in recruitment process and grievance handling.

Operational, program and financial oversight

1. Submit timely fund requests to IRC Ghotki office;

2. Support/review financial reports, such as monthly Budget vs. Actual reports, to verify transactions are allocated correctly and for necessary follow-up.

3. Oversee and support the procurement process, helping to ensure that procurement is in line with the budgets;

4. Submit asset lists, and proactively address asset needs as well as the management of assets in the field office;

5. Ensure that program staff follow sound administration and financial management principles in compliance with IRC’s procedures;

6. Ensure that timely and quality reporting of progress and expenditures is provided to donors.

7. Conduct periodic field visits and arrange donor visits

8. Chair district senior management team meetings as per policy and rules

9. Participate in PSMT meetings and share recommendations of DSMT meetings Representation

1. Attend meetings with local, district government officials , UN and other stakeholders;

2. Establish good working relationships with other stakeholders and share IRC contributions /coverage to gauge impact

3. Maintain collegial working relationships with all stakeholders by supporting and attending regional meetings and functions;

4. Keep up-to-date on program progress and successes, and be prepared to share these at a variety of levels and venues so as to raise awareness among relevant stakeholders;

5. Any other task assigned by the supervisor or management Key Working Relationships:

Job Requirements:

Education:

• Master degree in Management Sciences, or relevant field.

Work Experience:

• At least 05 (five) years operations and project/program management experience including budget management. Minimum two years’ experience would be directly related to program and operations management as in charge of the office

• Experience working with multiple stakeholders including UN, INGOs and Government

• Experience in donor reporting

• Understanding and experience of monitoring & evaluation techniques, team supervision and program monitoring of different sectors DRR, Livelihoods and WASH c) Demonstrated
