Job Description:

Purpose of the Post:


The MEAL Manager shares in the overall responsibility for the direction and coordination of the Country Office program. S/he is responsible for overseeing the implementation of high quality, innovative programs that deliver immediate and lasting change and monitoring the quality of the implementation of those programs. Provide technical assistance and appropriate monitoring and evaluation in emergency responses and development programmes. S/he will lead in establishing and managing the MEAL system that will allow the Country Office to effectively and efficiently implement appropriate projects and that lessons are captured and shared to inform implementation of current projects and future programs.


S/he will support the Programme Department in facilitating the periodic planning and reporting processes of the Country Office, spearhead on building capacities of staff on monitoring, evaluation and accountability.


S/he will inform the Country Office on the extent to which assistance are making changes on the lives of target population, provide evidence-based knowledge on the positive and/or negative results of assistance on the communities, and share regular, timely and context-specific feedback from staff, partners and communities. The feedback signals areas where strategic attention is required.


When delegated, s/he represents MAP to a range of external actors, including beneficiaries and other key stakeholders such as local/provincial/national governmental authorities, UN agencies, peer organizations, NGOs, CSOs and the private sector.


Main Responsibilities


1.    Monitoring and Evaluation



  • Maintain a robust M&E and Accountability systems to measure achievement and progress toward program goals and results

  • Ensure that the organization meets all internal and external requirements in a timely manner and with credible information

  • Strengthen MEAL systems and processes to guarantee progress and achievement toward programme/project outcomes/objectives

  • Lead internal and external programme/project evaluations as required and ensure conduct of baseline, midline, endline, assessments as necessary

  • Review monitoring reports and project reports and provide necessary technical guidance to ensure compliance with programme/project requirements for monitoring and evaluation

  • Ensure that verifiable data are regularly collected and analyzed across programmes/projects, shared with relevant stakeholders to inform programme/project design and review

  • Support Programme Department in ensuring that all programmes/projects are designed and implemented in accordance with international standards (i.e. SPHERE, CHS)

  • Support programme/project teams in implementation planning and assessment/evaluation planning


2.    Accountability



  • Ensure high standards of accountability by establishing good communication and information sharing within and outside the programme and facilitating participation of community and other stakeholders at all stages of the project cycle.

  • Ensure that project activities are designed to promote feedback, response mechanisms and systems that manage complaints

  • Ensure that participation activities are documented and learning is shared

  • Ensure that all staff at all levels understand and promote accountability through training and coaching

  • Supervise the implementation of complaints-response mechanism

  • Support in producing and sharing good quality reports


3.    Learning



  • Establish and maintain a system for organizational learning (i.e. developing tools & guidelines, dissemination of learning & good practices)

  • Support identification of innovation in programming and ensure evidence-based results are applied in designing programmes/projects

  • Participate in programme/project development (i.e. proposal writing)

  • Identify opportunities to communicate programme/project learning and information sharing/learning exchanges with other actors

  • Support Programme and Communications departments in the development of relevant modules and resource materials to support quality programming


 4.    Staff Management, Mentorship, and Development



  • Provide leadership and guidance to MEAL personnel at all offices

  • Ensure appropriate staffing at Country and Field Level

  • Ensure that all staff understand and are able to perform their role

  • Ensure the recruitment, training, and promotion of staff as appropriate and ensure availability of appropriate professional development opportunities for staff


5.    Strategic Partnerships



  • Ensure that every partnership is formed in the context of the Theory of Change and is designed and managed so that the partnership furthers achievement of MAP’s strategy and strengthens local and national capacity to deliver results and projects at scale

  • Analyse potential strategic partners using documented selection methods and ensure that all partners comply with MAP and donor requirements and regulations

  • When delegated, s/he represents MAP to a range of external actors, including beneficiaries and other key stakeholders such as local/provincial/national governmental authorities, UN agencies, peer organizations, NGOs, CSOs and the private sector.

  • Work independently on assigned tasks with minimal supervision

  • Work in adherence to MAP’s policies and procedures.


PERSONAL SPECIFICATION


 Knowledge and Experience 



  • Minimum of 5 year experience in NGO sector on roles related to management, research, coordination and M&E of projects

  • Experience working in a variety of humanitarian (at least 2 emergency response) and development projects (2 multiyear integrated programme) in Pakistan.

  • International experience will be an added advantage

  • Expertise in research methodologies, statistics and data processing tools

  • Knowledge of national and international frameworks, programming and humanitarian standards.

  • Sound knowledge of and commitment to participatory approaches to working with communities, and innovative approach to working on these issues with a proven commitment to people empowerment methodologies

  • Strong analytical and conceptualization skills and ability to think strategically

  • Highly organized with good attention to detail and developed ability to prioritize multiple tasks to meet tight deadlines

  • Excellent program management skills

  • Excellent communication skills - able to communicate and report on technical points, both oral and in writing.
