Assignment
Under the supervision of the Project Manager, CLTS officer is responsible for support in design, implementation, monitoring and evaluation of Community Led Total Sanitation (CLTS) and hygiene promotion campaigns and behavioral change programs. He will help in formation of WASH/Latrine committees to facilitate the open defecation free status of villages and training of water committee with a view of improving accessibility to safe and sustainable water, and enhancing hygiene and sanitation practices in the project area.
Furthermore he is responsible for supporting the implementation of all interventions matching with ACTED’s quality criteria and strategy, and for developing open, mutually respectful, and accountable relationships with the target communities.
He / She is fully responsible of his / her activities in terms of quality and dead line.
Functions
Key responsibilities :
The CLTS-Officer shall be responsible for:
I. Program management and evaluation:
a. To develop work plan, monitoring and evaluation on hygiene promotion activities according to CLTS approach.
b. To facilitate CLTS steps in all communities:
1. Introduction and Rapport Building
2. Social mapping
3. Transect walk/walk of shame
4. Calculation of feaces
5. Flow diagram
6. Medical expenses
7. Solution
8. Community action plan (CAP)
9. Monitoring
c. To monitor the process of social mobilization and behaviour change communication process, the use of BCC materials and the response from community and government.
· Lead the facilitation of ignition and triggering process for Community Led Total Sanitation (CLTS) in targeted villages and schools.
· Mentor Public Health Staff, natural leaders. women, school and community facilitators on CLTS.
· Form a sanitation action group by drawing representatives from all the neighbourhoods of the village and link them to work with village WASH committee.
· Facilitate linking of communities to suppliers of latrine construction materials.
· Develop tools and checklist for participatory monitoring success of implementation.
· Identify gaps and facilitate with communities how to find solutions to address sanitation gaps through community action plans.
· To ensure the impact of hygiene promotion activities, CLTS in changing community behavior.
II. Representation:
a. Develop, maintain and enhance ACTED relationships to local government officials for advocacy of sanitation policy and conduct combine visits. Share progress reports with local government/TMA officials.
b. Disburse IEC material to local government offices and ensure proper display
c. Capacity building of local government officials/TMA officials on CLTS and sanitation policy
III. Advocacy and Communication:
a. Inform any outbreaks diseases in order to conduct necessary actions for mitigation in coordination with Health, WASH and other teams.
b. To raise stakeholders awareness on the importance of Pakistan Sanitation Policy in coordination with Advocacy and WASH.
c. To contribute to stakeholder capacity building in participatory approach of Community-Led Total Sanitation (CLTS)
VI. Documentation
d. Fill, heck & control daily Workers attendance sheet on daily basis;
e. Ensure construction logbook and other documentation requested by the line manager is correctly completed.
f. Control that construction materials and tools are used properly, and complete waybills to accompany any movement of stock/tools between locations in the field / between the base and field.
g. Properly record the attendance and payment detail during the training and distribution activities.
V. Management Leadership:
· To assist WASH Project Manager in program updates on CLTS activities, events and TMA/local government liaising reports
VI. Spiritual Leadership:
a. Exhibit spiritual maturity, integrity and a dynamic personal sense of life calling
b. Admonish staff when correction is required
c. Attend and participate in spiritual nurture meetings
d. Any other tasks assign by supervisor.
VII. Additional Responsibilities

- Be flexible and adaptable with regards to the implementation of the daily work
Accountability to Communities and Beneficiaries
The staff member is responsible for ensuring that all relations with the communities we work are conducted in a respectful and consultative manner. Due attention must be paid to ensuring that communities are adequately consulted and informed about ACTED programme objectives, activities, beneficiary selection criteria, and methodologies. This is the responsibility of every ACTED staff member.
