1. Introduction
IRC is one of the world’s leading humanitarian and post-conflict development agencies, working with communities in over 40 developing countries. The core of IRC’s mandate is to support and empower people who have been affected by conflict and disaster. IRC’s portfolio consists of government, multilateral, and foundation funding that spans short-term and protracted humanitarian response through long-term development initiatives. Alongside other thematic areas, IRC has extensive global expertise in water, sanitation and hygiene (WASH) and is a leader in gender focused programming.
IRC has been working in Pakistan since 1980, and delivers a wide range of programming to Afghan refugees, temporarily displaced persons and other marginalized/underserved communities across the country. Programs focus on Health and gender sensitive WASH, Disaster Risk Reduction, Protection and Women’s Protection and Empowerment, Livelihoods, and Education.
2. Project Description
With an overall goal of gender equitable and socially inclusive WASH services for improved health conditions of marginalized groups, this project aims to directly improve the lives of 225,000 beneficiaries in 100 villages in four districts of Khyber Pakhtunkhwa, Pakistan. Based on an in-depth understanding of social and environmental conditions in intervention districts, this project will contribute to the empowerment of women and marginalized groups through the implementation of WASH-focused programs in the target villages. Active and meaning full participation of vulnerable groups specially women and girls in WASH are ensured which have traditionally been neglected through discriminatory practices and gendered structures. . The project will reach its goal through three pillars:
1. Inclusive community level WASH
2. Improved inclusive WASH governance
3. Strengthened decision making around WASH
The project will focus on schools and health centers that serve communities, as well as community and household WASH. A process of participatory training and discussion will be utilized to strengthen women’s role in the community, which will be supported with life skills and gender sensitization training. Knowledge management and learning through ongoing monitoring, periodic evaluations and research will keep the project on track, provide evidence for inclusive WASH advocacy for improving legislative environment, and draw learning for future programming. The project objectives and intended outcomes are;
Objective 1: Expanded inclusive and sustainable WASH services.

Intended Outcome 3.2: Women, girls, and other marginalized groups have the capacity to identify, plan, and implement WASH interventions and policies that address their needs.
Intended Outcome 3.3: Men engage in accountable inclusive and gender-equitable WASH practices.
3. Purpose
The consultant will conduct an in-depth gender analysis in the project areas namely in the four districts of KP ; Swat, Buner, Peshawar and Noshera that will identify gender gaps, challenges, opportunities, potential consequences on women and men in relations to programme activities on enhancing access to, control over, and participation in WASH. In addition, consultant will also capture women and girl’s health inequalities in project intervention areas. Detailed gender and social analysis will inform the project design to IRC team. Further, gender analysis will form an evidence-based foundation for a gender strategy for the project with a focus of gender sensitive outcomes. . The comprehensive gender analysis field study will help IRC to design and develop an inclusive and gender-responsive approach towards development especially in WASH sector and proceed to develop BCC and IEC material to address environmental, social and behavioural hygiene practices, nutrition integration in WASH, food hygiene, hand washing, disposal of human excreta, water safety planning and water surveillance system. The assessment/analysis will also provide needed information to develop intensive campaigns, guidelines, SOPs, project manuals and most importantly identify innovative participatory project implementation approaches to ensure gender sensitive WASH programming for improved governance, effective policy implementation and knowledge management to inform/influence policy makers in overcoming policy/legislative gaps.
The Gender analysis is expected to determine the necessary stakeholder information and analysis in order to confirm the target communities will be massively engaged to improve inclusive WASH facilities and services using different methodologies.
4. Methodology
The consultant is expected to prepare a study methodology based on the project information, local cultural context of the project working area and scientifically agreed gender analysis frameworks. The methodology needs to be the part of the proposal submitted by the consultant. In this regard the consultant shall provide IRC with an inception report, containing an overview of their understanding of the assignment, time schedule, budget, planned activities, suggested methods and potential interviewees as well as how they perceive to present preliminary and final results to be approved by IRC country program.
The proposal should entail how the consultant will carry out different phases of gender analysis including planning, data collection, analysis, and reporting.
The consultant will be responsible for developing and present the final results working closely with the project team.
Context specific methodological considerations
The security situation in the areas of operation in Khyber Pakhtunkhwa remains volatile. To minimize the risk of adverse events, access to these sites will be organised by IRC and subject to IRC risk assessments and security protocols at the time of assessment. The assessment team is expected to be aware of and respect the local norms, dress code, culture and traditions. For interaction with women, female evaluators will be engaged to avoid any cultural issue and to get maximum information.
5. Key deliverables and schedule
The Gender Analysis will take place between February-March 2018. Precise timings will be agreed by IRC Pakistan Country Office and the consultant/firm. The final report is expected to be completed and submitted to IRC Pakistan by 10th March, 2018.
The consultant/firm is expected to deliver three key written outputs;
1. Inception Report detailing research plan and methodologies including gender analytical framework, activity work-plan, timeline and team responsibilities. In addition, raw data and transcript of interviews/FGDs .The report will be produced within one week after finalization of the consultant.
2. 2 day workshop with project design team, presenting findings and discussing/brainstorming approaches to effective project implementation to address the issues identified in the field research
3. Gender Report including project background, detailed findings and gender analysis, conclusions and concrete clear recommendations to inform project team to draft gender strategy and other IRC humanitarian interventions.
4. PowerPoint presentation summarizing the background, findings, overall results and recommendations from the analysis, presented in a clear and engaging format.

6. Gender analysis Consultant profile /consultant firm
The team will be managed from the IRC Pakistan office with overall management responsibility held by IRC Pakistan EC-MEAL Coordinator, with leadership and involvement of other IRC Pakistan staff as appropriate for different components of the Gender Analysis.
The following qualification, competencies and skills are required to successfully carry out this assignment:
Specific skills and experience sought:
ü Post-graduate degree in Development Studies, Gender Studies and/or related field
ü Proven record of undertaking Gender analysis, gender researches, gender sensitive evaluations / End of Project Evaluations of a similar nature including projects/programs of UN agencies, EU and other International donor organizations.
ü Extensive knowledge of relevant sectors in humanitarian contexts, including environmental health, WASH and needs assessments with gender lens.
ü Experience in the use of participatory methodologies and developing gender sensitive studies
ü Strong knowledge of and familiarity with Pakistani humanitarian context particularly the KP context.
ü Relevant academic qualifications and training in related fields
ü Significant experience in coordination, design, implementation and monitoring and evaluation of humanitarian gender responsive wash programs
ü Excellent writing, communications and presentation skills in English
ü Ability to write clear and useful reports (examples of previous work will need to be submitted) preferably on gender analysis /gender responsive WASH
ü Excellent command in English language is essential
ü Local language knowledge is desirable
ü Understanding of donor requirements and policies
ü Ability to manage the available time and resources and workout in meeting tight deadlines
ü Independence from IRC, project stakeholders or other parties involved.
