Job Description:

 


CARE International in Pakistan (CIP) is humanitarian agency, implementing emergency response programme in return areas of FATA agencies. CARE requires Medical Doctor to implement the RAPID funded Health project in North Waziristan Agency, FATA. The incumbent with proven technical and mobilization skills will ensure quality and timely implementation of health interventions under the supervision of Team Lead. The incumbent will be responsible for overall planning and mobilization of medical teams and services including logistics and medicines, plus outreaching communities in coordination with Health Dept. and generate case studies and reports.


Key Responsibilities:


The Medical Doctor will be based in North Waziristan Agency and will ensure consistent high quality health services under RAPID funded project.


Technical: % of Time:  50%



  • Develop, plan and implement project activities in close collaboration with medical and non-medical personnel, ensuring coherence and integration of activities and contingencies for changes in project direction and priorities related to the humanitarian context.

  • Ensure accurate collection and analysis of data. Compile epidemiological reports for inclusion in project situation reports and any other pertinent reports, including dissemination of the same.

  • Regularly monitor progress of project implementation and conduct assessments of the health needs of the community and prioritize project activities based on findings.

  • Responsible for encouraging community participation in health activities to ensure the long term ownership and effectiveness of the programme.

  • Ensure that the medical supply stocks are sufficient and that drugs are stored and used correctly.

  • Work with district health facilities, community representatives and persons responsible for training health workers at different levels to ensure close links between health facilities and communities.

  • Prepare DEWS reports as per WHO guidelines and Govt. standards at agency level.

  • Make referrals of patients in need of secondary and tertiary care. Make appropriate record of referrals and follow ups.

  • Ensure relevant health education (communicable diseases, sanitation, personal hygiene, nutrition & environmental Hazards) is carried out on daily basis aimed to promote healthy life style and healthy environment.

  • Supervise activities of LHV, Dispenser and other SHT


Coordination and Representation: % of Time:  35%



  • Represent CIP programme in various UN Cluster and Government meetings and build rapport with communities in the field.

  • Maintain close liaison with civil and military stakeholders at the agency level and where required produce timely progress notes to govt.

  • Contribute and share information for preparation of donor reports.

  • Regularly share updates and case studies ensuring high quality reporting with accurate information. 


Logistics and Supply Management: % of Time:  15%



  •  Ensuring proper & updated record keeping of all essential logistics especially medicine and informing respective supervisors well in time in order to avoid shortage.

  • Ensure proper verification of all health supplies after delivery to the project sites for quality purposes.

  • Ensure effective delivery and management of Health materials and supplies in the field.


Working Conditions


The position of Medical Doctor is purely field based and requires regular field visit to target communities. 


Qualifications and Experience



  • MBBS from a recognized University

  • Registered with Pakistan Medical and Dental Council

  • At least 5-7 years of relevant experience in primary health care services.

  • Project Management skills will be an advantage

  • Contextual knowledge of health issues in FATA particularly community health issues.


§  Excellent knowledge and conceptual understanding of community mobilization and health programing.


§  Experience in conflict resolution and consensus based decision making. The position will be required to travel to all project areas and willingness to work under difficult life conditions.



  • Good organizational and interpersonal skills.

  • Ability to present concise reports, sometimes at short notice, reflecting the problems and possible solutions for particular situations.

  • Computer literate in Microsoft Word, Excel and Power point.


TECHNICAL SKILLS (Desired)


§  Excellent knowledge/experience of community mobilization in Health emergency projects.


§  Strong Verbal/Written and communication skills in Pushto and English.


§  Must be aware and sensitive to the culture, norms and values of FATA.


§  Ability to solve problemes and work independently in field. 


§  Strong personal, organizational and time management skills with the capacity to adapt to a changing environment and work under tight deadlines.


§  Strong skills in networking, building relationships and liaison with stakeholders.


§  Ability to work well under pressure and in response to changing needs.


§  Sensitivity to the needs and priorities of disadvantaged populations


§  Demonstrated experience of integrating gender and diversity issues into public health promotion
