Job Description: |
- Establish when needed a new WASH team and/or expand existing teams (recruitment, training, organigram strategy) in coordination with Manager WASH at the head office level.
- Define program implementation modalities (targeting criteria, mobilization modalities, local partnerships, participant training curricula, monitoring systems, staff schedules, etc.) in coordination with Manager WASH at head office level
- Proven experience in social mobilization and community lead the project.
- Proven experience of different sanitation community mobilization approaches specially CLTS.
- Ensure quality and integrity of implementation, including adherence to technical guidelines, administrative systems, and established deadlines. Identify and respond to related staff capacity building priorities.
- Develop regular project monitoring that includes participatory methods, program progress, progress toward achieving targets, ability to measure stated indicators, program adherence to methodology, budget expenditure, etc.
- Evaluate the relevance and appropriateness of current and future programming in relation to water, sanitation and hygiene promotion in the local context.
- Prepare internal and external reports for donors.
- Mainstreaming gender, protection and DRR in project/program activities.
- In collaboration with Logistics and Administration, responsible for WASH program design and budgeting, in collaboration with the WASH Manager at the head office level
- Responsible for the timely, correct and contractually appropriate implementation of proposed WASH activities in the province
- Designing mid-term (early recovery) and short-term recovery stage Hygiene promotion and sanitation programs implementation for higher impact based on the current situation and background of the area of intervention
- Conduct baseline surveys prior to implementation of projects (Technical Assessment, KAP Survey).
- Responsible for Project Procurement Planning, and financial forecasting regarding WASH programming.
- Develop and maintain (with the Monitoring, Evaluation officer) program monitoring and reporting system.
- Develop culturally acceptable and easy to understand hygiene and sanitation promotion tools (CLTS) for public health promotion and ensure appropriate implementation of it.
- Regular monitoring and impact assessment of hygiene and sanitation promotion activities and incorporate lessons learned to exist programs on a timely basis
- Contribute to developing concept papers and proposals for prospective donors.
- Responsible for the timely submission of Procurement Request forms to Logistics.
- Represent organization externally and collaborate/coordinate with government authorities, NGOs, and UN agencies on WASH issues at district and province level.
- Promote and reinforce the relationship with district and province technical authorities.
- Ensure correct MOUs are in place with relevant district/province stakeholders.
- Carry out staff recruitment and ongoing capacity building; identify staff and stakeholder training needs; conduct regular appraisals and draft/revise Job Descriptions as needed.
- At regular intervals (minimum beginning, middle and end of projects) brief relevant staff on proposals and related fieldwork
- Provide technical support to staff and promote learning based on project objectives and activities and ensure documentation and sharing of learning with other sectors and programs.
- Ensure that staff responsibilities are clearly defined and understood, with performance objectives set against work plans and regularly monitored.
