PROJECT PROFILE:
CARE humanitarian work focuses on emergency and early recovery assistance: primary and reproductive healthcare, water sanitation and hygiene (WASH), education, Emergency Food security and livelihoods (EFSL), shelter and infrastructure rehabilitation. CARE's current interventions and prior humanitarian and recovery responses, in partnership with established local partners and the local government, position CARE for effective implementation of this project to address the emergency needs of the extremely vulnerable communities.
All the projects work closely with the public health department, agriculture extension department, WASH and FSL clusters and keep close coordination with political/district administration etc. CARE will ensure that all the three projects for North Waziristan Agency (NWA) (ECHO, IHA, PHPF) works closely with each other to develop synergy. Food Security/livelihoods and WASH services have been identified in NWA. CARE and its partners will target identified high potential region that register limited humanitarian interventions, poses the risk of high caseload being underserved. Both FSL and WASH activities will be implemented. Project will use conditional cash transfers to increase availability of resources to allow returned TDPs to purchase food in the markets. The project will undertake Cash for Work (CFW) scheme, provide unconditional cash grants (UCGs) and agricultural input as well as support to assist TDPs and returnees. In addition, CARE will assist TDP women in acquiring government issued ID (CNIC), in order to enable access to humanitarian assistance. Under the WASH component, CARE will enable increased access to drinking water in the areas of return as water sources are destroyed and require rehabilitation. In addition, CARE will conduct gender sensitive hygiene promotion and distribute hygiene kits.
The project works to improve resilience of returned TDPs through CFW and through improving public health through WASH activities. The engagement of the private sector bank for the transfers introduces the TDPs to formal banking and introduces the individuals to the banking sector. This potentially increases the access to financial services for TDPs in the future. The project will be implemented in security cleared areas.
I. JOB SUMMARY:
The purpose of the Admin & Logs Officer position is to coordinate and supervise project office administration, arrange provision of general services and logistics, including staff travel and vehicle pool management. The incumbent will also look after setting up and administration of office support systems, assets record, communication facilities, furniture and fixtures. S/he is responsible for ensuring the services of Information Technology are provided to all end users in the best possible way, efficiently and effectively. To support staff in troubleshooting, printers installation and copiers installation and use, on new software / hardware use seek input from Sr. ICT & PI officer Islamabad. The Admin & Logs Officer will work in close coordination with other project team members of IHA, ECHO and PHPF grants in NWA FATA.
II. RESPONSIBILITIES AND TASKS:
Job Responsibility #1: Office Administration:
- Provide general administrative support to the project operations of IHA, ECHO and PHPF grants in NWA FATA
§ Ensure close collaboration with Partner’s (if any) on all aspect of the day to day operations to develop efficient administrative operations
§ Ensure all care staff are aware of required rules and regulations
- Set up and maintenance of office support systems for telecommunications, general office support, vehicle management, travel and accommodation support and all other support as needed.
- Appropriate maintenance of office
- Manage lease agreements for office as well as any other facilities
§ Ensures the availability and proper utilization of all organizations facilities;
§ Ensure hygiene of office and facilities are maintained in proper order.
§ Ensures all office equipment including computers and accessories are well maintained and in a good working order;
§ Custodians of petty cash functions and provide support to FO staff in arranging events.
§ Responsible to ensure replenishment of office stationary from Islamabad Office.
§ Provides timely report regarding the administration & logistics activities.
Job Responsibility #2: Staff Logistics and Fleet Management:
- Arrange suitable accommodation for visitors in close collaboration with Islamabad Operations.
- Supervise the maintenance of the office premises, furniture and fixtures
- Ensure staff safety at all time
§ Directs and controls the workflow in regard to maintenance and proper vehicle use
- Ensure adequate transportation is available for all staff
Job Responsibility #3: Overall Property Management (Functions to be performed for Field Office):
§ Ensure complete property records are maintained, all items are marked and assigned codes.
§ Reconciles the list of property annual counts against the records.
§ Monthly reconciliation of CARE assets with the Islamabad Operations and address
discrepancies.
§ Ensures that all items in the store are properly registered and kept properly
§ Ensures that all necessary formalities of goods received and dispatched are adhered to at all
times.
§ Ensures that all consumable stock items are timely replaced and no gap is created.
§ Ensures that computerized store record is kept on inventory an asset lists/ register.
Job Responsibility #4 Staff Management:
§ Supervises, leads guides and supports the support staff
§ Orients, trains, and coaches support staff; on their assigned responsibilities.
§ Ensure performance management of staff as required including: activity/task planning, monitoring, and annual performance appraisals.
Job Responsibility #5 Petty cash handling:
Handle project office petty cash Keep record of petty cash disbursement/utilization with proper entries and reporting to project finance officer
Job Responsibility #6: Others:
§ Perform any other relevant duties as required by the Program Manager.
