Job Description:

JOB SUMMARY:

Main purpose

In close collaboration with the MTL, ensures/monitors the proper functioning of the medical activities under his/her responsibility, defining and implementing MSF policies, protocols and procedures, and guaranteeing the quality of healthcare in order to improve health conditions of the target population.

Key responsibilities

 

  • MEDICAL PROGRAMMING & PLANNING. In collaboration with the MTL and the rest of the medical team implements, supervises and monitors medical activities                                 Kuchlak MCH: MCH/SRH OPD & BU +DISPENSARY + NUT ATFC + MH/PSS + dressing room + CL (also in Mariabad)

    AND,

    QPH: IPD paeds/nursery + NUT [ITFC/ATFC] according to MSF project plan & objectives, MSF standards and protocols – also including the support departments of LAB, WHS/WATSAN, PHARMA, MH/PSS, HE/HP OUTREACH. This implies the following:

 

      • Reports/contacts the MTL regularly for general updates and any problem arising from the services.

      • Ensures proper medical data collection, analysis and reporting to the MTL to ensure a proper monitoring of the program

      • Conducts weekly/monthly staff meetings and submit minutes to MTL and vice versa

      • Participates in exploratory situation assessments and define medical operational priorities when needed.

      •  Actively participates in medical surveillance & reporting of measles, CCHF, dengue cases, etc.

 

  • PROTOCOLS & GUIDELINES. Monitors activities in the different medical services, as well as providing technical support to medical personnel in Kuchlak MCH or QPH – checks all administrative procedures related to patients’ medical management (individual card filling, registers, prescriptions, discharge summary, medical progress notes for doctors & nurses, transfers, referrals, etc.)  are correctly carried out according to MSF policies & procedures

  • MEDICAL SUPPLY. In collaboration with the med-logs team, ensures an efficient pharmacy and medical equipment management and monitors the rational use of them – using the updated consumption tool –  by:

 

      • Conducting regular supervision at all END-USERS, distribution levels/departments where a stock of medical supplies is held, i.e. Pharmacy, Nursing Room, Birthing Unit, ITFC/ATFC, CL, MH, HE/HP, EPI, LAB, Pharmacy/Dispensary etc. Ensure that standard systems are in place and adhered to.

      • Following up staff in collaboration with MSO/MSR on accurate recording of consumptions and IF needed refresher training in the use of the consumption tool.

      • Gives INPUT in the general stocks-supplies management and analysis of 24-hour pharmacy, excess stocks, near to expire stocks, ruptured stocks in departments and project in cooperation with the department supervisors

      • Gives input in the proper medical ordering & forecasting process of medicines, medical supplies, etc. in cooperation with department supervisors

 

  • HRM/HRD. In close collaboration with MTL/expat medics

 

  • Plans, supervises, coaches and supports the medical team’s job performance to improve the medical components in MCH Kuchlak / QPH and ensures compliance with MSF protocols; improved knowledge, skills/capabilities and behavior.

  • Will have a direct supervisory role over some staff (check with MTL & project organogram)

 

  • Coordinates & monitors the daily working plan of the medical team under his/her responsibility

  • Ensures proper implementation of the health policy for national staff, providing necessary preventive measures for MSF staff, safe structures/working environment and emergency plans.

  • Ensures proper implementation of the referral policy including outside lab investigations

  • Gives medical input in communications and representation activities, where required including HE/HP activities

  • Ensures no action or omission on his/her part places the patient at risk, including referring to others when s/he has reached the limit of his/her experience

  • Does not accept gifts or money from patients or their family for the care provided.

  • Upholds good medical practice, updates medical knowledge regularly by reading and training.

  • Maintains patient confidentiality at all times and respects patients’ as much as possible.

  • Promotes the policies and protocols of MSF

  • Should not prescribe medications outside these policies for local purchase from the bazaar.

  • Respects the rights of the patients’ and caretakers’ autonomy, to inform them before any procedure or medication is given and the right to decline care or treatment, and the right to have a female family member for support.

  • Maintains and promotes good manners and right conduct towards patients, their attendants and the other medical staff/colleague.

  • Upholds universal precautions at all times

Requirements:

Education:

  • Minimum medical doctor degree (MBBS) or equivalent registered by PMDC

  • Desirable: A relevant postgraduate qualification in maternal and child health, public health, public health management, tropical medicine,  etc

Experience:

  • Essential minimum 2-year experience in medical-related jobs/program specifically NUT & Paeds programs and/or MCH/SRH

  • Essential 2 year working experience related to the diploma/degree and previous experience in MSF in the field desirable same post but not a must
